PURPOSE OF POSITION:

To provide the trimming and clearing of right-of-way of the distribution and transmission system.

MINIMUM JOB SPECIFICATIONS:

EDUCATION AND EXPERIENCE:

Requires High School Graduate/Equivalent.

KNOWLEDGE AND SKILLS:

Requires ability to learn how to climb trees. Requires ability to learn the operation of the tractor and bush cutter; to master rigging and take-down skills. Requires proficiency in using and repairing power tools. Requires ability to learn the basic knowledge of first-aid. Requires ability to learn and maintain Hart EMC’s safety rules and regulations and policies and procedures. Requires excellent interpersonal and verbal communication skills to effectively provide assistance to members. Requires ability to work overtime hours, as deemed necessary to complete assignments.

DRIVER’S LICENSE, EMPLOYMENT ENTRANCE EXAMINATION, DRUG SCREEN:

Requires the ability to obtain and maintain a valid Georgia Driver’s License, a Georgia Commercial Driver’s License, and a DOT Medical Card. Prefers a valid Class A Georgia Commercial Driver’s License. Requires the ability to successfully pass Hart EMC’s employment entrance examination and drug screen. Requires residency within Hart EMC’s service area.

WORKING CONDITIONS:

Primarily field work with exposure to adverse elements of weather; strenuous physical activity, including heavy lifting; Requires flexibility to work overtime on short notice; Requires flexibility to work during emergency situations.

Requires physical ability in climbing, balancing, stooping, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, feeling, kneeling, fingering, grasping, talking, hearing, and defined very heavy work.

Visual acuity required as machine operator (b) and as mobile equipment operator (c).

RIGHT-OF-WAY TRAINEE

The following are the essential duties and performance standards of this position. The essential duties do not include marginal functions that are incidental to the performance of fundamental job duties. ESSENTIAL DUTIES

 The Right-of-Way Trainee:

  1. Learns to perform the following right-of-way duties, as assigned.
  2. Operates tractor and bush cutter equipment in relief capacity, as directed.
  3. Learns to cut right-of-way with bush axe and trims trees in accordance with Cooperative specifications.
  4. Investigates area prior to reclearing and advises immediate supervisor on entrances to pastured, fence locations and other possible hazards and damages to property.
  5. Leaves member’s property in neat and clean condition by ensuring the pickup and chip of brush. Immediately reports unusual damages of property to Right-of-Way Crew Leader.
  6. Reports any observed unsafe condition to the Right-of-Way Crew Leader.
  7. Ensures assigned work is completed in accordance with RUS specifications and Hart EMC standards and specifications.
  8. Becomes familiar with daily and weekly report procedures and assists with completion of reports accordingly.
  9. Operates radio equipment when assigned; abides by the Federal Communications Commission’s rules and regulations when operating same.
  10. Learns to properly read system maps.
  11. Learns to perform and record herbicide applications.
  12. Safely operates and maintains company cars, trucks and other equipment, as directed.
  13. Ensures that assigned trucks, tools, tractors and other equipment are properly used and kept in good working condition and that any required repairs are reported to the Right-of-Way Crew Leader, as instructed.
  14. Learns to perform daily vehicular or equipment servicing; including gassing, checking of oil and tires, greasing and cleaning of filters, as instructed.
  15. Learns to make minor repairs on tractor or cutter, as directed by Right-of-Way Crew Leader.
  16. Ensures safety awareness and the maintenance of safety standards for self and fellow crew members.
  17. Learns and maintains current knowledge of Hart EMC’s safety regulations and ensures forestry crew compliance; takes corrective action, as needed.
  18. Learns and maintains current knowledge of first aid and artificial respiration.
  19. Learns and maintains compliance with traffic laws, safety rules and regulations.
  20. Learns and ensures compliance with Federal motor carrier regulations and state DOT/Public Service Commission requirements.
  21. Attends and participates in job safety and other training programs.

PURPOSE OF POSITION:

To receive on-the-job training and mandatory structured training courses and experience for performing line service maintenance and construction functions.

MINIMUM JOB SPECIFICATIONS:

EDUCATION AND EXPERIENCE:

Requires basic knowledge of electricity; ability to acquire a working knowledge of company tools and equipment. Requires the ability to acquire knowledge of the principles and practices in line construction service and operations and maintenance requirements in an electric distribution system; ability to become knowledgeable of Hart Electric Membership Corporation’s policies and procedures.  Requires excellent verbal and interpersonal skills to effectively interact with members; flexibility to work varied hours.

WORKING CONDITIONS:

ESSENTIAL DUTIES
GROUNDWORKER

The following are the essential duties and performance standards of this position. The essential duties do not include marginal functions that are incidental to the performance of fundamental job duties. The scope and duties of a given position may change or be temporarily altered based on the business needs of Hart Electric Membership Corporation. ESSENTIAL DUTIES

The Groundworker:

  1. Assists higher classified line employees in the installation, removal, inspection, testing, maintenance and repair of electric lines, substations and equipment by effectively performing any manual work on the ground.
  2. Complies with all traffic laws while operating a vehicle.
  3. Safely operates Cooperative equipment, as directed; participates in Cooperative safety meetings.
  4. Effectively learns through on-the-job training and experience:
    1. All types of single and polyphase transformer installations.
    2. Installing, moving, and removing of transformers, secondaries, service drops, oil circuit breakers, poles, conductors, capacitors, regulators or any other line equipment.
    3. Installing or removing instrument transformers, recording or indicating meters of all types.
    4. Patrolling distribution lines.
    5. Ensuring that assigned trucks, tractors, or other power operated equipment tools and working equipment are properly used and kept in good working condition and that any required repairs are promptly reported to the immediate supervisor or designated personnel.
    6. The submission of time, mileage, gas tickets, material charge-outs and credit-ins; other required forms and procedures.
    7. Reading and interpreting staking sheets, all RUS specifications and line construction assemblies, the NESC.
    8. Properly operating radio equipment.
    9. Performing first aid and CPR and pole resuscitation.
    10. The Cooperative’s electrical and mechanical tagging and other numbering systems; the location of electrical distribution lines; reads Hart Electric Membership Corporation’s distribution maps, as directed.
    11. Being subject to availability for emergency work, as assigned.
